Any chance there exist some dollars in the budget for an outdoor sculpture or artist-designed benches around the campus?

Your comments will be forwarded. Currently, there are sculptures in the walkway area between the FAC and the Heinen Theater. In addition, there is the obelisk in front of the San Jacinto Memorial Building.

will there be common outdoor eating/study areas with shade?

Put a fountain in the middle. Also, make clever walkways and line them with shrubs. Put sculptures in the area created by Houston Community College artists, and make sure they are large and provide shade.
